Set them so they are 1/4 turn from moving the slide. Put the shank of each 3/16 drill bit under each slide. Twist the throttle. The drill bits will fall. Do not overtighten the clips, which could split the rubber. The throttle cables are of adequate length and there is adequate movement of the inner wire for the throttle valve to close completely.
