I would scrape the peeling paint. I would lightly rake out the cracks, then fill with Sikka 11Fc sealant. Paint over the sealant with gloss undercoat. Then paint over with masonry paint. Dont do it in the rain. A pain to carry out. Not a one off weekend job.
